Wisconsin mobilizes National Guard ahead of charging decision in police shooting of Jacob Blake

Wisconsin is mobilizing the National Guard and the city of Kenosha approved an emergency declaration Monday ahead of the announcement of the decision on possible charges in the police shooting of Jacob Blake in August.
